The State of Michigan Department of Management and Budget (DMB) is landlord to thousands of State employees in the Lansing area. Many Departments served by the DMB have grown or been reshaped through re-organization. The result has been agencies in the same department scattered around the Lansing region in whatever space that has become available

To better assess the extent of renovation the department of Management and Budget can accomplish with their given budget, Paradigm Design prepared a detailed cost estimate.

Once programming has been completed, the first step is to identify adjacencies of each division. This process is known as "Block and Stack" due to the nature of identifying both horizontal and vertical adjacency requirements. This plan is reviewed and revised several times.
